Management Focus led the team that prepared the London Development Agency’s HLTT Action Plan.  The Action Plan was commissioned by the LDA working in conjunction with industry and trades unions seeking to address skills and labour shortages.

The work involved a detailed programme of activities that included:

  • Analysis to define the sector – this definition based on Standard Industrial Classification codes has been adopted as a standard across London
  • Preparing a profile of the industry
  • Interviews with industry groups and training providers
  • Meetings with personnel and HR managers from across the industry
  • Undertaking a detailed analysis of support available and a gap analysis
  • Preparing a clear agenda based on a robust framework of issues.

The framework identified five key themes:

  • Attracting new entrants to the industry
  • Retaining staff
  • Engaging businesses
  • Securing training and development
  • Accreditation and qualifications.

Following the launch of the Action Plan, the LDA and its partners invested over £3.5m in HLTT projects.
